Word history
Wiktionary records राज (rāj) as a Hindi surname. The etymology passes through the Prakrit form rajja to Sanskrit rājya. Monier-Williams records kingdom or realm as one noun sense of that Sanskrit word. The ending of the older form is reduced in Raj. This is a word for rule or territory, rather than a statement that a modern surname confers authority.
